U.S. says visas from gay spouses will get equal treatment

LONDON/WASHINGTON (Reuters) - U.S. officials paved the way on Friday for same-sex spouses to visit or live in the United States, announcing the State Department will give equal treatment to visa applications of gays and lesbians who want to travel with their partner.

Secretary of State John Kerry, announcing the measure at the U.S. embassy in London, said the shift will allow the department to start processing requests from married gay couples the same way it handles those from heterosexual spouses.

"As long as a marriage has been performed in the jurisdiction that recognizes it, then that marriage is valid under U.S. immigration laws. Every married couple will be treated exactly the same, and that is what we believe is appropriate," Kerry said.

The move, which follows similar action last month by U.S. immigration officials, would help U.S. citizens live and travel with their same-sex spouse in the United State as well as allow married couples from other countries to visit the United States.

It will mostly affect married gay couples overseas, gay rights advocates said. For example, if one spouse has a visa to travel to the Unites States for work or study, their spouse can apply to come along.

It would also help gay Americans living in other countries bring their spouse to the United States, they said.

"This is exciting news for couples who are living abroad," said Victoria Neilson, legal director for the advocacy group Immigration Equality.

The move comes after the Obama administration urged all U.S. agencies to review their polices after the U.S. Supreme Court in June struck down a key part of the federal law that defined marriage as between a man and a woman.

U.S. immigration law requires visa travel documents for those who want to live in the United States permanently or to stay temporarily.

In July, the Department of Homeland Security said its U.S. Citizenship and Immigration Services (USCIS) would begin reviewing petitions filed on behalf of same-sex spouses the same way as those for spouses in heterosexual marriages.

Friday's announcement by the State Department gives U.S. embassies and consulates around the world the same power to do so on applications filed overseas.

"If you are the spouse of a U.S. citizen, your visa application will be treated equally. If you are the spouse of a non-citizen, your visa application will be treated equally. If you are in a country that doesn't recognize your same-sex marriage, then your visa application will still be treated equally at every single one of our 222 visa processing centers around the world," Kerry said.

Fifteen countries outside the United States recognize same-sex marriage, according to Immigration Equality.

Edward Snowden's father thankful to Putin

MOSCOW (AP) ? The father of National Security Agency leaker Edward Snowden said on Russian television that he is grateful to the Kremlin for protecting his son.

Speaking to the state-owned Rossiya 24 channel in footage broadcast Wednesday, Lon Snowden of Allentown, Pennsylvania, thanked President Vladimir Putin and his government for the "courage" they have shown in keeping his son safe.

Addressing his son, Lon Snowden said that "your family is well and we love you." He added that "I hope to see you soon, but most of all I want you to be safe."

The younger Snowden has been stuck in the transit zone of Moscow's Sheremetyevo airport since arriving from Hong Kong on June 23. Russia is considering his request for temporary asylum, which he submitted on July 16.

Putin has warned that Snowden could be granted asylum on condition he agrees not to hurt U.S. interests ? implying that the American would have to stop leaking material on Washington's spying efforts.

Snowden's Russian lawyer, Anatoly Kucherena, has said the fugitive told him he could meet that demand.

Snowden, who revealed details of a U.S. intelligence program to monitor Internet activity, has received offers of asylum from Venezuela, Nicaragua and Bolivia. However, the logistics of reaching any of those countries are complicated because his U.S. passport has been revoked.

Snowden would need the country he wants to reach to issue him travel documents and he would have to find a way to get there. The only direct commercial flight to the region, one that goes to Havana, flies over Europe and the U.S., which could cause complications. Some European countries refused to allow Bolivian President Evo Morales to fly through their airspace on his way home from Moscow earlier this month due to suspicions Snowden was on his plane.

The elder Snowden said that, considering those issues, his son's best option may be to stay in Russia.

"If it were me, I would stay in Russia and that's what I hope my son will do," he said, adding that he hopes to be able to visit him in Moscow.

Kucherena told the Vesti-FM radio station on Wednesday that he is arranging for Snowden's father to visit Russia. Kucherena said that he would send Lon Snowden a letter of invitation to Russia later on Wednesday.

Kucherena said that Snowden asked him to get in touch with his father because "he needs moral support."

The elder Snowden told Russian television that he feels proud of his son. "My son is a principled young man, he is a man of courage and what he saw he couldn't live with," he said. "I know that I have raised him to do the right thing. Sometimes the right thing means personal sacrifice, and that's what he did."

Modern readers of the Church of Ireland Gazette are well aware of its availability in electronic format (as well as hardcopy) since 2005 here

Written and read by lay and clerical members of the Church of Ireland, the Gazette which has always been editorially independent, provides the longest-running public commentary on its affairs, and as such is a recognised resource for understanding the complexities and nuances of Church of Ireland identity, both north and south, as well as the Church's contribution to political and cultural life throughout the island.

Less well know may be that the RCB Library in Dublin holds the only complete run of 'Gazettes' - from the first issue in March 1856 and up to the present date which are bound up in hard copy volumes for each year where they remain an invaluable resource. Long considered to be the Church of Ireland's weekly newspaper and the first port of call for researchers wishing to obtain an insight into the opinions and attitudes of members of the Church of Ireland through changing times, the Gazette is consulted on a daily basis by a wide range of people and for many diverse research interests.

To date, as far as the older volumes are concerned, this research has had to be done using the cumbersome hardcopies available in the RCB Library. An extensive run is also available at Armagh Public Library, which may be useful for readers in Northern Ireland, but this is not complete.

To demonstrate the potential of the Gazette as a research resource, and continuing its commitment to mark the Decade of Commemorations, the RCB Library is pleased to present all 52 editions of The Church of Ireland Gazette for the year 1913, in a fully searchable format online as the Archive of the Month for August, in collaboration with the Editor and Board of the Gazette.

All 52 issues of the Gazette for 1913 have been professionally scanned using Optical Character Recognition (OCR) by the service provider Informa, and via a sophisticated information platform are fully searchable online. Browsers may simply enter any key word or phrase of interest in the search box on the platform, and then view the list of relevant entries as they appear in chronological order, viewing each either as a single page, or in the wider context of the particular issue of the newspaper in which it appears.

Burning issues of the day such as Home Rule, the rise of the trade union movement and efforts to control it, women's suffrage, educational change, children, the impact of the Ulster Covenant and formation of the Ulster Volunteer Force, as well as the darkening political situation on mainland Europe on the eve of the First World War and events further away, are all well covered and commented upon in 1913.

The '1913 pilot' provides a valuable snapshot view of the Church of Ireland community 100 years ago. It is intended to demonstrate how technological advances offer radical alternatives to unlock hidden knowledge from all the other years in the 149-year run of weekly Gazettes from 1856 to 2005 (when it became available electronically). To complete the project, and cover all the years of publication, the RCB Library, in conjunction with the Gazette Board, is now investigating appropriate sources to digitise the entire collection, making an invaluable contribution to historical knowledge and enabling multiple readers to engage on-screen.

Peugeot Citroen losses mount in H1

(AP) ? PSA Peugeot Citroen says its losses mounted in the first half as Europe's recession ate into car sales just as it attempts to battle back from last year's record 5 billion euro ($6.6 billion) loss.

The maker of Peugeot and Citroen sedans, hatchbacks and light trucks says it lost 426 million euros in the first half amid a continued slide in car sales and disruption at a key car plant near Paris where workers went on strike over the group's plans to shut factories and shed up to 8,000 jobs.

In a statement Wednesday Peugeot Citroen boss Philippe Varin said he "sees the first signs of the group's recovery," with the automotive division trimming its operating loss even as sales continue to shrink.

Atlanta Falcons Drop Idea of New Stadium at Historic Church Site; Says It's 'Unfeasible'

"Atlanta Falcons Stadium Company (StadCo) today notified the Georgia World Congress Center Authority (GWCCA) that it has determined that development and construction of the New Stadium Project on the south site is not feasible at this time for a number of reasons, including that the Mount Vernon Baptist Church and the Friendship Baptist Church properties and other necessary parcels have not been acquired, and that StadCo has been unable to complete environmental and other required testings on these properties," said the Falcons in a statement released on Monday.

Both Friendship Baptist Church and Mount Vernon Baptist Church stand in the way of the desired land where the Falcons had hoped to build their new stadium. Last month, The Christian Post?reported?that FBC asked Atlanta's mayor for $24.5 million to sell their church to the city and negotiations were simultaneously underway for Mount Vernon, which sits directly across from FBC. However, city officials agreed to move on to the north site if an agreement was not reached by August.

But when CP contacted FBC, Lloyd Hawk, chairman of the board of trustees of FBC, said that "there was a miscommunication in the message delivered to us and that was corrected."

"Friendship is still in negotiations with the city and the Atlanta Falcons regarding the proposed new stadium site," he asserted. "The negotiations are positive and ongoing."

Initially, the south site was considered an option for the stadium at the request of city officials even though the Falcons favored the north site. According to Atlanta-based Fox affiliate, WAGA-TV, the new proposed location faces a few challenges before any decision can be made, including contaminated soil under a parking lot and several overhead power lines that would be removed. The GWCCA recently voted to allow the Falcons to begin soil testing and other studies on the north site in order to proceed with negotiations as the team hopes the new stadium can be debuted in time for the 2017 football season.

"We are going to turn attention to the north side and start working through the feasibility analysis of the north," said GWCCA Executive Director Frank Poe, according to WAGA-TV.

Although the north site has only recently been chosen as a default location, there is already opposition in place from surrounding neighbors and from people who object the proposed stadium's inaccessibility to the nearest metro rail station.

"The neighborhoods are adamantly against the north site. There is a consensus I'd like to put positively in favor of the south site," said Mike Koblentz of the Norwest Community Alliance in Atlanta, according to WAGA-TV.

If negotiations with the north site proceed any further, Hawk told CP that FBC will remain unfazed.

"We will continue to serve God in this community as we have for the last 151 years wherever the stadium is located," said Hawk.

Health insurance rates in Georgia are rising by up to 198 percent under Obamacare, the Georgia Insurance Commissioner said in a letter to the Department of Health and Human Services (HHS) on Monday.

States are required by the Affordable Care Act to report new insurance premium rates for state exchanges run by the federal government by the end of July.

Commissioner Ralph Hudgens in his letter asked HHS Secretary Kathleen Sebelius to extend Georgia?s deadline for reporting the insurance rates by one month to give his office more time to investigate and approve the new, higher rates.

?Georgia consumers cannot afford these massive rate increases,? Hudgens wrote to Sebelius.

The Georgia insurance department compared the cost of insurance within the exchanges to what people pay now for similar coverage, and the rates were going up for every age group, said Jay Florence, an insurance department official under Hudgens.

For an average 25 year-old male, premiums are set to rise 85 to 198 percent within the exchanges, while for a 45 year-old male, premiums will rise 40 to 100 percent, Florence said. A 64 year-old male will pay 18 to 48 percent more under Obamacare?s regime.

?The delay is simply trying to give the administration an opportunity to explain that and maybe explain what our actuaries weren?t able to determine, which is that these rates are excessive,? he said.

Hudgens requested that Sebelius respond by end of business today. As of 4:30 p.m. Tuesday, HHS had not responded, according to another official in the commissioner?s office. HHS did not return a request from the Washington Free Beacon for comment.

Healthcare experts pointed to several reasons that the premiums for individual plans on the exchanges are rising.

One is the ?age rating,? which requires that insurance companies charge no more than three times what they charge younger people. Without this restriction, insurance companies would likely charge five times as much, which means that the restriction will lower prices for the elderly but raise them for younger people.

?That in and of itself would have a direct, almost mechanical impact on rates,? said Ed Haislmaier, a health care expert at the Heritage Foundation.

Obamacare also increases the minimum amount insurance companies must pay for procedures, driving up premiums, Haislmaier said. He compared this rule to mandating that everyone upgrade their plane ticket to first class and requiring everyone to pay for the extra space.

There are some states, such as New York, that will see price reductions, noted James Capretta, a health policy expert at the Ethics and Public Policy Center. But these are the one that have ?already pretty much destroyed the individual market? through prior healthcare reforms, he said, and other states with intact markets will see price increases.

?I have no reason to question their numbers,? Capretta said. ?It?s going to be a big problem.?

Georgia is not the first state to make such an announcement. Indiana has already announced that insurance rates are rising 72 percent for an individual plan and 8 percent for a group plan.

Glass hasn't exactly been revered for its brilliant image quality, but that's not stopping Google from making a push among budding filmmakers. The Glass Creative Collective, a partnership with film and design schools, is intended to familiarize students at a handful of institutions with the video-capture wearable. Several colleges, including the Rhode Island School of Design, UCLA and the University of Southern California are onboard -- students will reportedly begin exploring the device as a filmmaking tool beginning this fall. Glass could be a fit for documentary filmmaking, and for capturing point-of-view footage, of course, but performance limitations would likely prevent it from taking on a starring role in any production. We're a bit skeptical that the Creative Collective will be a booming success, but Google's promised to circle back with results once the program gets off the ground.

Each day we?ll have a different stadium, including the history and fun facts, until we reach the number one stadium in all of college baseball. We continue our countdown today at number 3 with Florida State?s Mike Martin Field at Dick Howser Stadium.

Florida State baseball has made a name for themselves over the past few years, and Mike Martin Field at Dick Howser Stadium has been their stage. Opened in 1983, Mike Martin Field at Dick Howser Stadium?s architecture is unparalleled; the gorgeous architecture and field make this a premiere destination to play ball. Seminole fans seem to agree with the beauty of their team and field, as they continuously pack the stadium year after year. In 2013, the Seminoles ranked eighth in Division I attendance, averaging close to 4,600 fans a game; they are annually a guest of the top 10 rankings. Mike Martin Field has also become to go-to destination for Regional games, as the Seminoles have hosted 26 games in the 30 years the stadium has been opened; there have also been five Super Regionals held at the field since the new postseason format was introduced. If you?re looking to fill time before the game, head on over to the first base stands. This is where the Mike Loynd Tradition Room is located; fans and visitors alike can learn about the rich tradition and history of the Florida State baseball program. There?s information about All-Americans, former Seminoles in the pros, as well as the World Series teams. Another wall in the room is lined with trophies won by the Seminoles in recent World Series and conference championships, as well as the Golden Spikes awards of Lyond, Mike Fuentes, J.D. Drew, and Buster Posey. When people come to visit the home of the Seminoles, they are treated to what Eric Sorenson calls the third best big game atmosphere in the country. They also contribute to the standard set by the Seminole faithful, with the record attendance in a season being set over the 100,000 mark nine times over the last 10 years. The stadium was renamed in 1988 to commemorate Dick Howser, who was Florida State?s first All-American player and a former Kansas City Royal, while the actual field was dedicated in 2005 for current Florida State head coach Mike Martin. Mike Martin Field at Dick Howser Stadium isn?t just a pretty place to watch a ballgame, it?s also a winning place for the Seminoles; the team is 822-162-1 overall on their home turf.

'Masters of Sex' takes explicit look at sexuality

BEVERLY HILLS, Calif. (AP) ? There's so much sex depicted on a new cable TV series about researchers Masters and Johnson that filming it became ho-hum for star Michael Sheen.

"I never thought I would get used to having a naked woman in front of me masturbating ... but I actually broke that barrier on the show," Sheen, who plays researcher William Masters, said Tuesday.

He plays opposite Lizzy Caplan as co-researcher and future wife Virginia Johnson in Showtime's "Masters of Sex," an explicit depiction of the pair and their groundbreaking mid-20th century scientific investigation of human sexuality.

The series, based on Thomas Maier's 2009 nonfiction book, debuts Sept. 29 on Showtime. Johnson died last week at age 88 in St. Louis. She was divorced from Masters, who died in 2001.

Sheen, whose film credits include "The Queen," said the story remains pertinent because the same "problems of intimacy" and making connections with people apply today.

During a Q&A session with the Television Critics Association, the difficulty of talking about sex publicly became apparent. One reporter asked the cast and producers how the series can include humor without appearing to titter at sexuality.

"We just had a slightly inappropriate look into your sex life. We all thank you for that," Sheen replied, drolly.

Caplan (TV's "True Blood," ''New Girl") said the researchers' work at Washington University in St. Louis and later at their own institute was especially important for women, allowing them to understand and accept their sexuality as healthy.

"Before Masters and Johnson, no one was telling women that. It was always their own fault," Caplan said. "And that's some (baloney)."

The series embellished some characters but "stuck to the facts very carefully," said producer Michelle Ashford. "Certainly (with) the research, we fudged none of that."

Masters and Johnson became big celebrities who were the topic of late-night talk show hosts and on the cover of news magazines. Their work drew some criticism, especially in an era when sex was seldom discussed in public and certainly not in detail.

The cast, asked whether filming sex scenes proved embarrassing, said there was a painstaking effort to protect the actors by making the production "comfortable and safe," Sheen said.

Cast member Teddy Sears recalled director John Madden saying, "I want to protect your modesty," then mimicked the British Madden giving a stage direction: "Grab her bum."

Doing repeated takes of one clinical sex scene turned out to be "decidedly unsexy after a while," Sears said.

The panelists, including executive producer Sarah Timberman, said they were not in touch with Johnson because they'd wanted to respect her privacy.

"She wanted to live out her the last few years of her life not in the limelight," Caplan said.

Johnson "bared her soul in the book (by Maier) and then was done with that," said producer Ashford.

World?s first test-tube burger to be served in London this week

Could a burger made from artificial meat be the next generation of prime beef patties?

The world?s first 5-ounce test-tube burger, made of meat grown in a laboratory, will be served up in London this week, according to a report by The Independent.

The burger costs more than $380,000 to make, composed of 3,000 tiny strips of meat grown from the stem cells of one cow.

?Right now, we are using 70% of all our agricultural capacity to grow meat through livestock,? professor Mark Post of Maastricht University in Holland told ?The Independent.? ?You are going to need alternatives. If we don?t do anything, meat will become a luxury food and will become very expensive.?

Developers hope to meet the increasing global demand for protein and minimize the need for herds of cattle with a four-step process used to turn stems cells from animal flesh into burgers.

First, the stem cells are stripped from the cow?s muscle and then incubated until they multiply to create a sticky tissue. The muscle cells are then grown under tension and stretched. Finally, the lab-grown meat and animal fat are minced and turned into burgers.

The process could take up to six weeks to get from stem cell to supermarket shelves, but before it can be commercialized, the Food Standards Agency must provide information showing the process is safe for public consumption and has a nutritional value equivalent to regular meat.

For now, the battle may just be turning the public onto the idea of eating the artificial patty.

The new Nexus 7 is the hot tablet in the Android world right now and while there are some decent improvements in terms of the specs, that doesn?t mean your older model Nexus 7 will instantly turn into trash. Then again, some of those older model Nexus 7 tablets have been suffering from serious lag issues in recent months.

If you happen to have a 2012 model Nexus 7 that is sluggish ? the Android 4.3 update should bring some improvement. It seems the issue of sluggishness with the Nexus 7 is due to a feature called TRIM. This is described as being something that basically acts as a garbage collector picking up the trash.

The folks at AnandTech mention how TRIM will run when your tablet is idle with the screen off and sitting with a battery life of 70 percent or greater. The issue with the previous model Nexus 7 is that while TRIM support has been around since Android 4.2 ? it wasn?t enabled. And regardless of how good a feature can be, if it is turned off then it will not do anything.

Anyway, looking forward you will likely want to grab that Android 4.3 update because it has enabled fstrim. The one important factor to remember ? this is not an instant fix. In other words, you are not going to have a magically faster Nexus 7 immediately after your tablet first boots into Android 4.3.

Instead you should update, make sure you have a good battery life and let your tablet sit so this can work some magic. That all being said, while it is nice to see Google has addressed this issue with the 4.3 update, this was something that could have been taken care of in the past. There are some ?fstrim? related apps in Google Play, however those were limited to those who had rooted their tablet.

TD Bank to report loss in insurance business due to bad weather

(Reuters) - TD Bank Group

said it expects to report a third-quarter net loss in its insurance business, hurt by floods in Alberta in June and hailstorms in the Greater Toronto area earlier this month.

The company expects the loss to be $240 million to $290 million after tax, which will be reflected in TD's wealth and insurance unit.

TD said it will also record some non-insurance related losses caused by bad weather in southern Alberta.

Johnson defends flyweight title beating Moraga

SEATTLE (AP) ? Demetrious Johnson used an armbar on John Moraga late in the fifth round and successfully defended his UFC flyweight championship with a submission victory Saturday night before a partisan hometown crowd.

Johnson, making the second defense of the flyweight crown, controlled most of the fight, then ended it at 3:43 of the fifth round, bending Moraga's right arm to the point referee Herb Dean stopped the fight. Johnson (18-2-1) leaped to his feet with four spinning kicks in the center of the ring to celebrate his title defense.

The co-main event saw young Canadian star Rory MacDonald (15-1) take a unanimous decision over Jake Ellenberger (29-7) in a welterweight fight that left the crowd cascading boos after the much-anticipated matchup failed to live up to its billing. But MacDonald's strategy of avoiding Ellenberger's big punches worked and ran his winning streak to five.

In other fights on the main card, Robbie Lawler used a huge kick to floor Bobby Voelker in a second-round knockout. Liz Carmouche also had a second-round victory, stopping Brazil's Jessica Andrade in her UFC debut.

It was a dominant performance for Johnson, fighting less than an hour from his home in Parkland. From the start, Johnson had the home crowd on his side as the chant of "Mighty Mouse! Mighty Mouse!" ? Johnson's nickname ? started almost immediately.

Johnson controlled the fight with takedowns and retaining top control. He nearly got a choke submission on Moraga at the end of the first round, then pinned Moraga's arms and unloaded punches to his stomach in the second. Johnson regularly took Moraga (13-2) to the mat and nearly ended the fight with an armbar submission late in the third round, only to see Moraga slide free.

Moraga's best chance in the fight came late in the fourth round when he caught Johnson with a right hand that stunned the champion. Johnson stumbled back against cage, but quickly regained control, bouncing off the fencing and taking the charging Moraga to the mat. The punch left Johnson's nose bloodied, but the champion never let Moraga mount any offense in the final round and was finally able to get the armbar on Moraga.

MacDonald entered the No. 3 ranked contender in the 170-pound welterweight division, while Ellenberger was ranked No. 4. It wasn't an elimination bout for a shot at champion Georges St. Pierre, especially because MacDonald has said numerous times he has no interest in fighting his training partner and mentor.

The fight might have been boring, but MacDonald was determined not to get caught by Ellenberger's noted punches.

Ellenberger got a few shots in early as blood started trickling from MacDonald's nose late in the first round, but that was the extent of the excitement for the first 10 minutes. The tactical first two rounds drew loud boos from the unhappy crowd, with MacDonald landing most of the punches that were thrown.

Ellenberger recorded a takedown with 1 minute left in the fight, but MacDonald's ground defense was excellent. MacDonald winning 30-27 on two scorecards and 29-28 on the other.

Lawler was impressive in his victory. Within the first 2 minutes, Voelker's nose was bloodied as Lawler (21-9) landed an array of hooks, high knees and kicks to Voelker's face. Voelker (24-10) made it through the first round barely, but didn't last long in the second. Lawler landed a left-footed kick to the side of Voelker's head that sent him to the canvas and two punches later the fight was over at 24 seconds of the second round.

Andrade (9-3) was making her UFC debut coming up from Brazil, while Carmouche was a headliner just a few months ago when she lost to women's champ Ronda Rousey at UFC 157. Carmouche (8-3) gained control and started landing heavy punches early in the second round. Carmouche spent more than 2 minutes battering Andrade's head before the fight was finally stopped at 3:57 of the second round.

It?s back to school season, and students can make this school year more humane by making fun, school friendly decisions that have a positive impact on animals.

?Young people are increasingly at the forefront of the animal welfare movement,? said Wayne Pacelle, president and CEO of The Humane Society of the United States. ?They are learning about the issues, educating their parents and classmates, and making practical decisions that improve the lives of animals.?

Some ideas for making the 2013-2014 school year humane include:

Educate your classmates. It?s the best way to make a change. Use research projects, term papers and other assignments as opportunities to educate your classmates about important animal issues. Visit our School Project Help page for ideas and background information about many animal issues.

Elementary school students will enjoy Kind News (humanesociety.org/kindnews), a magazine filled with colorful articles, short features and fun activities that children and teachers love, emphasizing treating animals with kindness and respect. Home and classroom subscriptions are available and come in three reading levels: Primary Edition (grades K-2), Junior Edition (grades 3-4), and Senior Edition (grades 5-6). Classrooms can also observe Be Kind to Animals Week, Adopt-a-Dog month and other observances.

Facebook to make capital investments worth $1.6 billion in 2013

New York: Social networking giant Facebook, whose user base is expanding primarily on the back of rising penetration in emerging markets like India and Brazil, will make capital investments worth $1.6 billion this year.

In the first half of this year, the California-based firm incurred a capital expenditure of $595 million on setting up data centres and storage infrastructure, among others.

Besides, Facebook shelled out $221 million on acquisitions and other assets such as patents.

"We anticipate making capital expenditures in 2013 of approximately USD 1.6 billion," Facebook said in a filing to the US Securities and Exchange Commission (SEC).

Industry watchers feel that the company will be looking to capitalise on its user numbers and its mobile advertising base.

Bolstered by rising number of users in high growth markets like India and Brazil, Facebook raked in 61 per cent $1.60 billion -- of its total revenues from advertising in the second quarter of this year.

Internet major Google, which is also competing with Facebook, generated 92 per cent of its revenues from its advertisers in the six months ended June 30.

Facebook's investment plans for increasing infrastructure would get a boost as it posted strong second quarter results helped by a surge in userbase and rising mobile ad revenue, which now represents 41 per cent of its total revenue from advertising, they added.

Facebook posted a net income of $333 million for the April-June quarter against a loss of USD 157 million in year-ago period. Its revenue totalled $1.81 billion in the second quarter, an increase of 53 per cent, compared with $1.18 billion in the second quarter of 2012.

"Cash used in investing activities during the first six months of 2013 primarily resulted from $595 million for capital expenditures related to the purchase of servers, networking equipment, storage infrastructure and the construction of data centres," Facebook said

It also spent $221 million on acquisitions of businesses and other assets like patents, according to the filing.

On the back of surging user base in the emerging markets of India and Brazil, the social networking giant saw its monthly active users jump 21 per cent to 1.15 billion at the end of June 2013.

"Users in India and Brazil represented key sources of growth in the second quarter of 2013 relative to the prior year," Facebook has said.

The firm's global daily active users (DAUs) rose by 27 per cent to 699 million on average during June 2013 from 552 million during June 2012, again helped by growth in India, Brazil and other markets

We already know the camera app for the Moto X (and Droid Ultra, MAXX and Mini) will feature a minimalistic, gesture-based UI, but the clever souls over at Android Police went one step further and recently leaked an APK of the app. The file (later pulled and cached here) installs just fine on many devices but lacks some functionality. We tested it on a Nexus 4 running Android 4.2.2 (Jelly Bean) and it worked okay, mostly. HDR and slow-motion video recording are disabled, panorama mode crashes and Quick Capture (double-twist your wrist to launch the camera) is not operational.

Still, the camera UI is ultra simple -- swipe right for the settings, left for the gallery, up /down to zoom; tap to capture, and hold to take multiple shots. The resulting pictures (16:9 aspect ratio) look pretty much like those snapped with the stock Android camera, and suffer from the same composition issues since the viewfinder crops the right edge of every image. It'll be interesting to see if any of this changes when we finally get our hands on the Moto X next week. I had a good feeling with the car, but we were not especially quick and I was only P15 by the end of Q1. I did not really know where we were losing out, but the team made some adjustments and that improved things for Q2.

My lap times were much better and for a while it looked like I was going to make the top ten, but then I got pushed down to P11 at the last moment. We?ve given ourselves a lot of work to do tomorrow, but we will go away and come back refreshed and ready to fight.

We need to move forward so we will think hard tonight about the strategy, but at least we have plenty of new tyres available. I think the main puzzle we need to solve is what happened to our performance today so that we can bounce back tomorrow.?

Adrian squeezed through to Q2 and set a time good enough to put him on the cusp of the top ten. That?s about where we expected our performance level to be and hopefully he can score points tomorrow.

The changes made to Paul?s car ahead of qualifying certainly helped our performance on the medium tyres, but he struggled for speed on the softs. That?s something we will try to understand tonight because we expected him to be much higher up the grid. It?s a tough track for overtaking, but we will do all we can to give Paul a strategy to bring him into the points.?

Hostage-taker, six others killed in Florida apartment shooting

MIAMI (Reuters) - Seven people were shot and killed at an apartment building in a Miami suburb early Saturday, including the suspected gunman who was holding two hostages when a SWAT team moved in, police said.

The hostages were rescued unharmed, Hialeah Police Sergeant Eddie Rodriguez told NBC News.

The standoff began on Friday evening during an argument between the gunman and the husband and wife who ran the apartment complex. Their bodies were among the six found after the SWAT team moved in on Saturday morning, police said.

The gunman lived in a fourth-floor apartment with his mother, the Miami Herald quoted the landlords' daughter, Shamira Pisciotti, as saying.

The couple, 78-year-old Italo Pisciotti and 68-year-old Samira Pisciotti, went to the unit to discuss a problem with the gunman, who opened fire and killed them both, their daughter told the newspaper.

Three other victims were found shot to death in that building and one was walking into a building across the street when the gunman shot him from a balcony, police said.

The shooter was barricaded inside a fifth-floor apartment with the two hostages when police negotiators made contact with him during the night. The SWAT team swarmed in after the talks broke down about 2 a.m., the Herald said.

The apartment complex in the blue-collar, mostly Hispanic community housed about 90 families.

Fed's Lacker says exit from bond-buying program must be quick

BERLIN (Reuters) - The U.S. central bank must end its bond-buying program quickly and an end to the program was "in sight", a senior Federal Reserve official said in a German magazine on Saturday.

Fed Chairman Ben Bernanke jolted markets in late May with plans to ease back on stimulus efforts once the economy improves. The Fed is likely to reduce its monthly bond purchases later this year and stop them altogether by mid-2014, as long as the economic recovery unfolds as expected, Bernanke has said.

"We must make our exit from the bond-buying program quick," Richmond Fed President Jeffrey Lacker, one of the Fed's most fiscally conservative officials and a persistent critic of the latest round of bond buying, said in WirtschaftsWoche.

"An end to these bond purchases came into sight at the latest Fed meeting," said Lacker, who is not among the Fed policymakers who will vote on monetary policy this year.

Lacker pointed to relatively low inflation and said a faster-than-expected fall in the U.S. jobless rate was sufficient to start winding down the program.

"First of all we should end the monthly purchases of mortgage bonds as quickly as possible," Lacker said in the interview. It was not the central bank's role to give any sector preferential support, he said.

Lacker said the United States had made hardly any progress in cutting its debt and had instead only come up with temporary solutions for several months at a time.

He said he hoped the Fed's planned scaling back of bond purchases this year and rising interest rates would force the U.S. Congress to agree more quickly on reducing debt. "We need a sustainable solution and the sooner the better," he said.

Whoever takes the helm at the Fed when Bernanke's term as chairman ends in January 2014 must find a way to exit the bond-buying program without shocking the markets, Lacker said.

He said the quantitative easing program had done little to boost the economy, and the U.S. economy would grow by 2 percent this year and by no more than 2.25 percent next year - lower than the 2.8 percent in 2013 and 3 percent in 2014 forecast by other Fed policymakers - as consumers remain cautious.

Lacker said more needed to be done on drawing up rules to avoid future government bank rescues and said stress tests done in the United States were a step in the right direction.
